Resumo
O governo das colônias não obedeceu, ao longo da época moderna, a um modelo único de administração, variando no tempo e no espaço. No Brasil, conviveram várias esferas administrativas destacando-se no presente artigo o governo geral do Estado e a direção das capitanias, exemplificada no Rio de Janeiro, durante a segunda metade do século XVII. A administração se apresentava em complexa dialética, refletida não só nas tensões entre as suas hierarquias, mas também na circularidade das relações, nas quais a metrópole objetivava submeter o colono e, ao mesmo tempo, lhe reconhecia o indispensável papel na execução da própria exploração colonial. Governar a colônia obedecendo à lógica da metrópole e respeitar ou assegurar o bem comum dos súditos não são ações excludentes. Sem focar a discussão sobre a natureza das relações coloniais na época moderna, tomamos como pressuposto de interpretação que a realização dos objetivos da colonização implica contemplar o bem comum dos colonos, estabelecendo-se entre eles uma relação dialética. A relação entre as duas esferas foi marcada no período por forte tensão, alternando-se momentos de ampla autonomia com intervenções explícitas do governo geral, limitando a jurisdição do capitão-governador, concomitante as manifestações centrífugas dos poderes e grupo locais em resposta as ações das diferentes esferas administrativas. Pretende-se pensar o problema no contexto de afirmação da prevalência do Brasil no conjunto do mundo colonial português e de consolidação de uma sociedade colonial com as tensões que lhe eram inerentes.

Abstract
In the modern era, the Colonies did not govern following only one administrative model: they varied in time and in space. In Brazil, several administrative spheres lived together; this article will focus on the general administration of the State and that of the ‘capitanias’ , an example of which was Rio de Janeiro during the second half of the XVIIth Century. The administration showed a complex dialectics which reflected not only on hierarchic tensions, but also on the entwined relationships where the objective of the central government was to explore the colonial citizen at the same time that it forced him to acknowledge his indispensable role in the colonial exploration itself. To govern the colony obeying the logic of the Central government and respecting or ensuring the vassals’ welfare are not conflicting actions. We will not focus on the discussion over the nature of colonial reactions in the modern era, but will assume the interpretation that the fulfillment of the objectives of colonization implies ensuring the vassals’ welfare, establishing a dialectic relationship among them. The relationship between both spheres showed a period of strong tensions, alternating moments of total autonomy with explicit interventions by the general Government; jurisdiction by the Captain-Governor was limited; at the same time centrifugal manifestations by local powers and groups reacted to actions by the different administrative spheres. We intend to reflect on the problem in the context of the prevalent role of Brazil in the body of the Portuguese Colonies as well as the consolidation of a colonial society with its inherent tensions.
