Resumo
A construção do Estado brasileiro no século XIX, sobretudo no período após a abdicação de D. Pedro I, foi marcada por conflitos. Nesse cenário, as oscilações entre centralização e descentralização na organização política do Império foram constantes. A análise das instituições criadas nesse período evidencia esse fenômeno. É o caso da Secretaria de Polícia da Corte, que iniciou suas atividades no começo da década de 1830. As estratégias e os discursos dos homens de Estado na primeira metade do século XIX estavam vinculados ao fortalecimento do Império e à construção da ordem, atribuindo-se papel central à informação. A necessidade e a essencialidade da coleta, organização e utilização de informações como elementos indispensáveis à estruturação da atividade policial foram questões recorrentes nos relatórios dos Ministros da Justiça. No cruzamento de olhares da História e da Ciência da Informação, o principal objetivo deste artigo é analisar o papel desempenhado pela informação enquanto elemento-chave das atividades policiais e, por conseguinte, fundamental para a construção da ordem na capital do império.

Abstract
Brazil ́s state-building in the nineteenth century was marked by conflicts, especially after the abdication of King Pedro I. In this scenario, the political organization of the Empire suffered a nonstop oscillation between centralization and decentralization. The analysis of the institutions created in this period shows this phenomenon. This applies to the Secretaria de Polícia da Corte, created in the early 1830s. The strategies and the speeches of statesmen in the first half of the nineteenth century were linked to the strengthening of the Empire and the imposition of order, what assigned to information a central role. The need and the essentiality of the collection, organization and use of information as indispensable elements to structure police duties were recurring issues in the Ministers of Justice reports. At the intersection of History and Information Science issues, the main objective of this paper is to characterize and analyze the role of information as key-element of police duties and, therefore, fundamental to the management of public order in the capital of the empire.
