Resumo
O Reino Unido Brasil-Portugal foi uma eta- pa breve, mas muito significativa, da original evolução institucional do Brasil. A maioria dos historiadores atribui a Talleyrand a sugestão da elevação do Brasil à condição de Reino Unido a Portugal. De outra forma, Portugal, por não ter seu soberano em solo europeu, não estaria habilitado a se fazer representar no Congresso de Viena. Em última análise, a independência do Brasil proclamou-se, para todos os efeitos práticos e mesmo jurídicos, com a criação do Reino Unido. Portugal, àquela altura, não tinha poder real e não era percebido como poderoso. Teve de se amparar na Inglaterra. E, para ten- tar equilibrar a preeminência britânica, passou a promover aproximações tentativas ao po- der renascente da França restaurada. Além da questão da elevação do Brasil a Reino Unido, dois grandes episódios marcaram a nascente inserção internacional do Brasil: a ocupação da Guiana e da Banda Oriental do Uruguai. A devolução da Guiana à França não foi sequer combinada com Portugal. A decisão foi tomada pelo núcleo duro da Conferência de Paris que antecedeu o Congresso de Viena. A Austria, a Prússia, a Rússia e a Inglaterra fizeram a con- cessão ao novo monarca francês Luis XVIII em maio de 1814. A ocupação da Banda Oriental do Rio da Prata, atual Uruguai, por sua vez, é parte de uma longa história que acompanha a interação de Portugal – e depois do Brasil – com seus vizinhos hispânicos do Rio da Prata. Abstract
The Brazil-Portugal United Kingdom was a brief stage, but very significant, in the original institutional evolution of Brazil. Most histori- ans attribute to Talleyrand the suggestion to elevate Brazil to the status of United Kingdom with Portugal. Otherwise Portugal, without having her sovereign on European soil, would not have been eligible to be represented at the Congress of Vienna. In the final analysis, the independence of Brazil was proclaimed, for all practical and even judicial purposes, in the creation of the United Kingdom. Portugal, at that point, had no royal power and was not per- ceived as powerful. She had to be protected by England. Therefore, in order to attempt to bal- ance out the British preeminence, she sought to foster a tentative rapprochement with the reemerging power of a restored France. In ad- dition to the issue of the elevation of Brazil to United Kingdom, two great episodes marked the growing international emergence of Brazil: the occupation of French Guiana and the East- ern Strip of Uruguay. The return of Guiana to France was not even agreed upon with Portu- gal. The decision was made by the hard nucleus of the Conference of Paris that came before the Congress of Vienna. Austria, Prussia, Russia and England made the concession to the new French monarch Louis XVIII in May of 1814. The occupation of the Eastern Strip of the River Plate, now Uruguay, in turn, is part of a long history that involved the interactions of Por- tugal – and later Brazil – with their Hispanic neighbors from the River Plate.
