Resumo
O presente estudo tem por objetivo discutir como se desencadeou o processo de reformas administrativas burocráticas no Brasil e no Nordeste, em particular no estado da Paraíba, entre os anos de 1940 a 1943. Durante esse pe- ríodo, a Interventoria de Ruy Carneiro adotou, de forma sistemática, procedimentos preconi- zados pelo Departamento Administrativo do Serviço Público (DASP). Tais diretrizes faziam parte do novo conceito de Estado emergido logo após a Outorga da Carta Política de 1937. Nesse sentido, A União Federal, Estados e Mu- nicípios teriam suas administrações dotadas de maior eficiência. A criação do Departamento do Serviço Público na Paraíba (DSP) em 1942, a cargo de Simeão Leal, demonstrou a preocupa- ção da administração paraibana em organizar de forma sistemática a administração, prin- cipalmente no que se referiu à administração de pessoal. Nesse sentido, buscar-se-á discutir como foram executadas estas reformas no Bra- sil, e em particular na Paraíba, e se tais diretri- zes do Estado Novo surtiram efeito em um Es- tado onde as regras do patrimonialismo sempre se mantiveram presentes

Abstract
This paper discusses how the bu- reaucratic and administrative reform process was triggered in Brazil and in the Northeast, and more specifically in the state of Paraiba between the years 1940 and 1943. During the intervention of Ruy Carneiro in this period, procedures were systematically adopted by the Administrative Department of Public Service (DASP). Such procedures were part of the new concept of State that had been developed af- ter the approval of the Political Letter of 1937 which intended to make the federal, state and city administration more efficient. The creation of the Public Service Department in Paraiba in 1942, under the responsibility of Simeão Leal, brought about concerns with the systematic or- ganization of the administration, especially in the area of human resources administration. We discuss in this paper how these reforms were carried out in Brazil, particularly in Paraiba, and if the procedures adopted by the New State were effective in a state where patrimoliastic rules have always prevailed.
