Resumo:
Este texto pretende analisar como as Alfânde- gas na América Portuguesa foram criadas no princípio da colonização, juntamente com a instalação do governo-geral e da Administração Fazendária, em 1548. Pretende-se demonstrar que a Alfândega, no Estado do Brasil, apesar de possuir um papel similar à da metrópole, ad- quiriu especificidades locais, configurando-se em decorrência da necessidade da presença do Estado Português no controle dos grupos mer- cantis que realizavam o comércio com o reino e, ao mesmo tempo, nos circuitos regionais, com o objetivo de controlar a saída da produção co- lonial. A Alfândega de Lisboa era o modelo de organização e fiscalização para as demais adua- nas metropolitanas e das colônias nos quadros do sistema mercantilista do Império Português. Porém, a estrutura daqui era inicial e modesta, diferenciando-se das aduanas do reino. Esta pes- quisa também aponta que, na primeira metade do século XVIII, houve uma tentativa de elabo- ração de um novo regimento para as Alfândegas do Estado do Brasil. Por fim, verificou-se que a instituição alfandegária no Rio de Janeiro foi essencial para o controle do comércio no Cen- tro-Sul, buscando garantir o comércio exclusivo metropolitano; em outras palavras, era um dos elementos que materializava o sistema colonial.

Abstract:
The article aims to analyze how customs in Portuguese America were created in the beginning of the colonization process, when the General Government and the Public Treasury Administration were formed in 1548. We show that local Brazilian customs had their own specificities as compared to Portuguese customs, since the Portuguese state had to control mercantile groups carrying out trade regionally and with Lisbon. And this also meant controlling the colonial production output. In terms of organization and inspection, the Lisbon customs were a model for other metropolitan and colonial customs within the mercantilist system of the Portuguese Empire. In Brazil, however, the custom structure was still in an early stage, if compared with the existing structure in mainland Portugal. We show that there was an unsuccessful attempt in the first half of the 18th century to enact a new Customs Code in Brazil. Finally, we point out that the customs institution in Rio de Janeiro was essential for controlling trade in the South-Central region, seeking to the guarantee trade exclusively with the mainland, and, by doing so, to materialize the colonial system.
